Scott Cox supports EEC’s clients on transportation and clean energy policy, leading legislative advocacy, regulatory engagement, and public funding strategy to advance deep decarbonization and hasten the pace of the energy transition. He works closely with agency staff, legislative offices, and stakeholder coalitions to advance decarbonization priorities across California.

 

Scott brings integrated policy, technical, and communications expertise to his work. Before joining EEC, he served as a Strategist at a boutique clean energy and sustainability consulting firm, where he led state and federal funding proposals and advised on decarbonization strategy and planning, securing over $50 million to support the energy transition and healthier, more sustainable communities. His clients included municipal utilities, balancing authorities, EV infrastructure developers, logistics firms, clean energy research hubs, affordable multifamily housing developers, demand response researchers, domestic battery manufacturers, carbon capture and industrial decarbonization initiatives, ports, public schools, local governments, and nonprofits.

 

Scott previously worked at the California Energy Commission as Special Advisor to Commissioner Patty Monahan and as Special Projects Lead in the Energy Research and Development Division. There, he helped shape major funding initiatives—including the $3 billion Climate Commitment investment into the Clean Transportation Program and the $1.5 billion reauthorization of the Electric Program Investment Charge—and led cross-agency efforts on hydrogen, school bus electrification, and energy equity.

 

He holds a B.A. in Public Relations & Journalism and a B.A. in French Language & Literature from the University of Oklahoma.
