Elena Ortiz delivers strategic legislative and budgetary support for clients at EEC. Elena assists clients in identifying key policy and funding priorities, converting priorities into tangible legislative products, and actively engaging with the State Legislature and Administration throughout the policy development and implementation process.
Prior to joining EEC, Elena worked in the office of Assembly Speaker Pro Tempore Kevin Mullin where she wrote language, convened stakeholder meetings, and developed political and marketing strategy for multiple climate resilience bonds. Elena has also served as legislative advocate in the third house, specializing in land conservation and environmental protection issues.
Elena graduated with a B.A. in Political Science with a minor in Communication from the University of California, Davis.
